Please read the entire article cited below. The virus used to make the rubella vaccine in the 1960s was obtained from dead fetuses that died (and then had to be aborted) because they were exposed to Rubella. (A Rubella infection in a pregnant woman can kill her baby or cause it to have severe birth defects.)
"Since the tissue was removed after the aborted fetus was clinically dead, individuals involved in the vaccine production were not involved in the abortion."

Taking the tissue after the aborted baby was clinically dead doesn't change the fact that the baby was aborted, though. The women were advised to abort their babies, which is not the same as a Dilation and curettage (D&C) procedure for those who have suffered a miscarriage. The article backs up what the CDC site reports as well:
