Just about everyone has a God chosen mate. However sometimes they don't meet them until they're older. My aunt didn't meet her God chosen mate until she was well into her mid 40s. I was 27. But yes I do believe that God has a mate chosen for each and every person on the planet. Or pretty close to everyone.

YES ! and his name is Jesus Christ . Becoming the Bride of Christ is the one our souls are truly seeking and you wont find him in this world . Too many times people are programmed from a early age from all the fairy tales stories ,even outplayed in high school with the proms and through movies that you will find this one "true love" and its happily ever after and when people do met someone and they aren't happy after the initial honeymoon period they blame the other person and look for another who must be " the one " .Thats what I thought and it caused me lots of misery . Now I follow Jesus teaching to "Seek first the kingdom of God and all things will be added unto you " and I never been happier just being alone . And If I met someone in the future great and if not fine too.

Then why did God command mankind to multiply in Genesis 1:28? Like I said almost everyone is created to have a mate. Some people choose to be celibate or feel like they're called to be celibate but in the end God probably had a mate chosen for them.

No.
We can meet a variety of people who are more or less suitable. God leaves the choice up to us. And not everyone is even called to marry.
Part of our "job" in marriage is learning to live out our love for the other in mutual sacrifice.

Yes, Jesus.
Jesus is the only right one. But, I doubt that is your intention for the question. I believe that we all have a plan in our Christian walk but that may not mean being with another in a relationship. Learning to let go and trust God is about the hardest thing for Christians to do. We seem to always want what the world tells us that we should want. (That is pride)
Letting go of what the world says and just living in faith is the best way to find God's plan.
