Now that a mod has made the claim I am a bit worried about the system. If people can report as many posts as they like, and most wind up in violations, that seems like a problem.

No, people cannot report as many posts as they like and expect them all to be ruled violations. Although there is no rule limiting the number of reports that people can make, there are rules that could be applied to such behavior under certain circumstances. The new system makes it easier for the mods to make decisions based on context rather than looking at only individual reports.
I haven't done any scientific research and don't plan to right now, but just off the top of my head I recall many reports from the past two days that resulted in NV rulings.
