23 Like a north wind that brings unexpected rain is a sly tongue—which provokes a horrified look.

I do not understand this.

If you whisper (gossip) about another person, that person may know your talking about them, or someone else may repeat your words to them. Either way, you can expect a reaction from that person. Your whisper will cause a reaction unexpectedly as the wind bring rain.
