Aside from the overall question of who the god of Islam is, I have to ask about the verse you gave.
I see the full verse is as follows:
And they (the disbelievers) schemed, and Allah schemed (against them): and Allah is the best of schemers.
Compare with 2Thes, 2:11-
For this reason God sends them a powerful delusion so that they will believe the lie

2 Thes 2:1-12
v1. Paul is addressing the church of the coming of the Lord.
v2. He is telling the church not to shakened, or basically have no anxiety about the coming of the Lord
v3. For the church not to be deceived, that one of the signs of that time will be a great falling away before the son of perdition (Anti-Christ) arrived.
v4. Paul is explaining who the son of predition is and what he will do.
v5. Paul is reminding the church, that the last time he was there he had told them these things.
v6. That the son of perdition will be revealed in time.
v7. That sin is already at work, that there are certain things that are a mystery as to what sin is doing, some theologians believe it's the growing apostasy, which is spoke of in v3. Because of the great falling away, there will be people who still go to church, but not for Christ sake, but for their own. This will continue, but only in small amounts, until the one who letteth, that is the true church and God. God will let this happen and His church will survive thru it, those who are Born Again. And until the church is take away (Rapture) the son of perdition will not be revealed. But when it is, He will be.
v8. The son of perdition revealed, and the destruction of the son of perdition by God.
v9. Is about the false prophet, who will go about lying and performing acts, saying that the son of perdition allowed him to do. Will also be destroyed.
v10. There will be many who will follow after the son of perdition and his prophet, and because the did not receive the truth of the Gospel, before hand, they will also be destroyed.
v11. God will send a strong delusion, so that they would believe the lie. Because the absolutely refuse to receive the truth. They'd rather believe the lie than accept the truth. So, God will give them just what they want. Life and death, without Him.
v12. Those that turned away from God and the truth. Those that had pleasure in unrighteousness, will be damned
