Cheap grace is soft or hard antinomianism. The Christian should love the Law, even if they cannot keep it perfectly. Despising good works is a sign that something has gone off-track.
Dietrich Bonhoeffer first used the term "Cheap grace". He was describing people who used the doctrine of grace to deny the call to discipleship in Christ, by effectively pulling the teeth out of the Law through religious self-justification. If you don't think its a serious matter, there are tens of millions of victims of the Nazi regime to testify to it.

If you read the article on Bonhoeffer and what it says about his beliefs I would take what he said with a grain of salt.
