What I see is rulings that involve the people as a body are considered a statute. These are not in relationship to God in the direct sense but in relationship to the state of governing the body through legal processes.

A new approach occurred to me, this evening, for defining these statutes. We can simply look at them in context.
I have noticed however that the translators can play fast and loose with the translations of these words. I even caught the CLV, which prides itself at translating words consistently, in a mistake this evening.
For this reason it is important to search this by the original Hebrew word. This can be easily accomplished here:
