You can change the legality of an act by changing the law. The laws of a secular state are not moral statements. They are merely rules that we all agree to follow. They reflect the moral sentiments of those who craft them, but they are not moral statements in themselves. With respect to sexual acts, you are free to regard them as immoral even if they are legal, but you are not the sole arbiter of their immorality and with respect to their legality you have one vote, the same as everybody else.You beg the question.
Why are some sexual acts illegal and others, previously illegal, are now legal? What principle(s) that determines the legality and illegality of sex acts changed?
