1) Well I have seen very little from either of those two to suggest an admirable intelligence. Conversely, they have said many things I haven't found overly intelligent; some which I think could NOT be said by a reasonably intelligent person.
I'm curious though: How do you think I am defining the word if I were to use that label for them?

In regards to the "she's stupid no matter what"...

When MTG suggested that Parkland school shooting, Sandy Hook, or Las Vegas were staged, it didn't matter to me whether she TRULY HONESTLY believed those things in her heart because:
1) Either she DID believe that or
2) She didn't believe that but saw the political value in enflaming others

If 1) your argument is moot but if 2) well, I personally believe that lying and trying to score political points by claiming parents of dead children are lying is best described as not intelligent though I can understand why someone would simply call it "callous" instead.

I mean it's not a intellectual political strategy. There is no high game of Stratego to play, you just huck horse hockey pucks at your opponents eyes.

I think that I see the issue of definition between us. You seem to think of smart and intelligent as positive characteristics. I don't take that view. For example, I think that Steve Bannon is extremely intelligent, ditto for Hannity.

I find Intelligence and smart as largely positive attributes, but I find them morally neutral. There are many people who were smart and/or intelligent that were very positive -- for example, I think most would argue Christ was extremely intelligent. OTOH, there are plenty of examples of intelligent people who were evil, Bernie Madoff being one example. It is much like the Internet, the fact that people use it for evil works does not negate the positive aspects it has for humanity.
