They are opposed to people who are not trained and can not do the work. With An H1B visa they have the necessary education and experience for the specialty occupation. If we bring jobs back to America then we are going to need people to do those jobs. In Trumps first term there was a shortage of people to work and do the jobs that needed to be done.
