Are you of the opinion that if a person is discriminated against, then has to go to court to sue the one who discriminated against him to get them to pay a settlement to make the case go away, then it was ok for the discrimination to take place?

What? Did you even read a part of the paper?

The authors refuted part of the 'last hired, first fired' hypothesis (finding African Americans actually have a higher rate of gaining employment when conditions pick up in the business cycle) while confirming another part (finding African Americans tend to depart employment at an earlier stage of a downward business cycle, and have disproportionately high rates of unemployment through business cycle downturns).

To quote: "The observed patterns are consistent with the hypothesis that blacks are the first fired when the economy weakens but are not supportive of the argument that blacks are the last hired during periods of growth."

There's also a couple of very interesting sections on how African-American employment/occupation patterns produce this effect, as well as discussions on effects like education, marital status, tenure and transitions in and out of the labour force relative to the economic cycle.

Not only that, their findings are broadly in concurrence with at least nine other studies related to race and employment in the US.

I can hardly comprehend how someone could label something so thoughtful, insightful and multi-faceted as this paper "propaganda". The word may as well have a no meaning given how loosely it's being used here.

Oh, and the democratic party will have reigned in what they used to be able to count on as a stable voting base for their side. They can vote themselves a lottery-sized win.

in any way other than as a sarcastic remark suggesting the recipients of the proposed reparations (Black and Native Americans) are not hard-working taxpayers but rather live on the streets with a drug problem. Did you mean something else?
