so if you see members of the Supreme Court walking down the street trying to eat bananas by sticking them in their ears, wouldn't you think that was abnormal or just that they are all mentally ill?

Why would it be? I mean, define 'mentally ill'. Should people who have depression not get married? Bi-polar? Schizophrenia?

Exactly. It depends on the degree and type of mental illness. And how it affects their competency and ability to make an agreement regarding marriage. Mental illness does not inherently make someone incapable of entering into a marriage.

Exactly. Many people function just fine with mental illness, the same way many people function just fine with diabetes and other lifelong mental afflictions. It takes medication, awareness, and time, but many can live a relatively normal life.
