Not in the way you understand it, but it's not talking about him being incapacitated. It's talking about him being bound from keeping the world in spiritual darkness like he was able to do in OT times.
Let's read the whole passage:
Rev 20 Then I saw an angel coming down from heaven, holding in his hand the key to the bottomless pit and a great chain. 2 And he seized the dragon, that ancient serpent, who is the devil and Satan, and bound him for a thousand years, 3 and threw him into the pit, and shut it and sealed it over him, so that he might not deceive the nations any longer, until the thousand years were ended.
Satan will be thrown into bottomless pit. He is not only bound, but the pit is shut and sealed over him which results in satan having no power to deceive nations any longer. Look at the world today. Are you telling me satan is not deceiving any nations today? All the wars, world wars, false religion, abortions, murders, lgbtq propaganda, satan is behind that. If he was in bottomless pit which is shut and sealed, he wouldn't have any power to do this.
Let me show you what the thousand year kingdom will be like when satan has no power to deceive nations.
Isaiah 11 6 The wolf shall dwell with the lamb, and the leopard shall lie down with the young goat, and the calf and the lion and the fattened calf together; and a little child shall lead them. 7 The cow and the bear shall graze; their young shall lie down together; and the lion shall eat straw like the ox. 8 The nursing child shall play over the hole of the cobra, and the weaned child shall put his hand on the adder's den. 9 They shall not hurt or destroy in all my holy mountain; for the earth shall be full of the knowledge of the Lord as the waters cover the sea.
This is how peaceful will it be during the millennium kingdom.
Another example Isaiah 65 17 “For behold, I create new heavens and a new earth, and the former things shall not be remembered or come into mind. 18 But be glad and rejoice forever in that which I create; for behold, I create Jerusalem to be a joy, and her people to be a gladness.
19 I will rejoice in Jerusalem and be glad in my people; no more shall be heard in it the sound of weeping and the cry of distress.
20 No more shall there be in it an infant who lives but a few days, or an old man who does not fill out his days for the young man shall die a hundred years old, and the sinner a hundred years old shall be accursed.
This isn't a description of Heaven, as there will be no death and no sinners. There will be a time, when a 100 years old will die, and he will be considered young. This is still yet to come, it is what it will be like in the millennium kingdom.
It hasn't come in its fullness in terms of the new heavens and new earth with no more death, sorrow, crying or pain yet. But, it certainly has come spiritually already.
I don't know it you heard of the Universal Kingdom of God and the Mediatorial Kingdom of God. Let's me explain.
The Universal Kingdom of God - God's sovereign rule over all that exists. Verses:
Psalm 10:16 The Lord is king forever and ever;
1 Chronicles 29:11 Yours, O Lord, is the greatness and the power and the glory and the victory and the majesty, for all that is in the heavens and in the earth is yours. Yours is the kingdom, O Lord, and you are exalted as head above all.
Daniel 4 34 At the end of the days I, Nebuchadnezzar, lifted my eyes to heaven, and my reason returned to me, and I blessed the Most High, and praised and honored him who lives forever, for his dominion is an everlasting dominion, and his kingdom endures from generation to generation; 35 all the inhabitants of the earth are accounted as nothing, and he does according to his will among the host of heaven and among the inhabitants of the earth; and none can stay his hand or say to him, “What have you done?
In Universal Kingdom of God, there is only God who reigns, there is no satan or anyone else, but Holy God who rules it all.
Mediatorial Kingdom of God - exists within the Universal Kingdom of God, small domain called the Earth, which is currently ruled by satan. This kingdom God gave to His creation.
Psalm 115 16 The heavens are the Lord's heavens, but the earth he has given to the children of man.
Genesis 1 26 Then God said, “Let us make man[
h] in our image, after our likeness. And let them have dominion over the fish of the sea and over the birds of the heavens and over the livestock and over all the earth and over every creeping thing that creeps on the earth.”
27 So God created man in his own image, in the image of God he created him; male and female he created them. 28 And God blessed them. And God said to them, “Be fruitful and multiply and fill the earth and subdue it, and have dominion over the fish of the sea and over the birds of the heavens and over every living thing that moves on the earth.
So God created Earth so man can have dominion all over it. But man fell, and he gave this dominion to satan.
Luke 4:4 And Jesus answered him, “It is written, ‘Man shall not live by bread alone.’” 5 And the devil took him up and showed him all the kingdoms of the world in a moment of time, 6 and said to him, “To you I will give all this authority and their glory, for it has been delivered to me, and I give it to whom I will. 7 If you, then, will worship me, it will all be yours.” 8 And Jesus answered him, “It is written, “‘You shall worship the Lord your God, and him only shall you serve.’” The devil is now temporarily the current ruler of the Earth. He is the god of this world.
2 Cor 4 3 And even if our gospel is veiled, it is veiled to those who are perishing. 4 In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
John 14 29 And now I have told you before it takes place, so that when it does take place you may believe. 30 I will no longer talk much with you, for the ruler of this world is coming.....the world has chosen satan over God, and it serves satan still. But let's have a look at God's plan for the kingdom.
After Adam's fall, God promised He will renew the dominion of man over Earth that currently belongs to satan (gen 3:15). This will be achieved by Abraham's descendant, by David's descendant whose throne will be forever (1 Chr 17:14). The OT teaches that God will establish Messiah who will not only rule over Israel, but over all nations of the Earth (Zechariah 14:9). This has not happened yet.
Revelation 11:5 teaches that after the 7th angel blew his trumpet “The kingdom of the world has become the kingdom of our Lord and of his Christ, and he shall reign forever and ever.” Lord Jesus Christ is the one who will return the dominion of the Earth back to God. But this is future, this will happen after the 7th trumpet. This will happen when the Lord returns at the battle of Armagedon.
This is why we pray for God's kingdom to come. This will be during the millennial Kingdom when Lord Jesus sits on David's throne in Jerusalem as was prophesised. Only pre-mil view fits this.
