Although Paul used the Greek word πᾶς/pas i.e. "many" 419 times I guess when he wrote Romans he forgot the word and said "polus" instead.

Won’t you first sit down and estimate the cost to see if you have enough money to complete it? 29 For if you lay the foundation and are not able to finish it, everyone who sees it will ridicule you, 30 saying, ‘This person began to build and wasn’t able to finish.’

There is only one perfect expression of our Father's intention in the Master of Reconciliation!

These words of reconciliation by the Saviour of all have been replaced with > > >

They have had their chance, do not forgive them, for they know exactly what they do.

Too bad, so sad, you merit unending torment with zero reprieve.

There is one verse in Paul's letter to the Romans that seems to express all this in about as few words as can be found anywhere in God's Word. I want to quote it and give two or three translations of it. "For God has CONCLUDED them ALL in UNBELIEF, that He might have MERCY upon ALL" (Rom. 11:32). The Diaglott reads, "For God SHUT UP together ALL for DISOBEDIENCE, that He might have MERCY on ALL." Young's Literal says, "For God did SHUT UP together the WHOLE to UNBELIEF, that to the WHOLE He might do KINDNESS." Then one more, the Amplified Bible renders, "For God has CONSIGNED (penned up) ALL MEN to disobedience, only that He may have MERCY on them ALL alike."
