Read it in context. Babylon was in power at the time. This verse describes Medo-Persia and Babylon as the successors to Babylon. The later verses will describe Rome without naming Rome specifically.

For instance, you're told you must believe in talking snakes and donkey's, floating ax heads, bears that rip children to shreds, virgin births, heavens and hell and human sacrifice, and if you don't, then you're branded a heretic. This is what you must do, it's why you need faith, and I don't, because you don't have a choice.
