Yes, with similar regularity to the US, but the percentages are slightly lower. It's much more expected than in Britain or Australia

I have to call bull on that. Even if you leave the country and work in another country, the US still requires you to pay taxes on your income.

Kinda. It depends on how much you make. If you live and work in another country, you are exempt on the first $95K (I think) of foreign earned income , then there are other various deductions you can take on top of that. You still may have to file a tax return, but plenty of expats aren't paying US taxes on their foreign earnings.

My sister has been living as a permanent resident in the UK, still as a US citizen, for the past 20 years or so. She hasn't had to pay a dime of US income taxes.

I was sort of wrong actually, the exclusion in 2016 is $101,300. On top of that you can exempt a certain amount of housing expenses that fall between 16% and 30% of the exclusion.
