Police are reluctant to shoot civilians too, especially unarmed ones but you're correct, the Guard would be even less likelyI would expect the Guard to be less likely to fire on unarmed civilians than the local police. Remember that for local police, "civilians" are the threat they've trained to combat or, at the very least, completely control. For the Guard, civilians are the people they've trained not to combat, and they have all been explicitly trained against repeating the Kent State incident.
