Scripture refutes your statement.Folks that really 'believe' that Jesus died for their sins quit committing sin.
It doesn't. But Jesus' promise STILL holds true. Those given eternal life by Jesus shall never perish.If they don't quit, they show that Jesus' suffering and death meant nothing to them.
How does that manifest 'belief'?

If they had ever known Jesus, they would have quit committing iniquity.
False believers, sinners, are everywhere.
Here are more examples of high level believers who sinned:
Gal 2:11-13
11 When Peter came to Antioch, I opposed him to his face, because he stood condemned.
12 For before certain men came from James, he used to eat with the Gentiles. But when they arrived, he began to draw back and separate himself from the Gentiles because he was afraid of those who belonged to the circumcision group.
13 The other Jews joined him in his hypocrisy, so that by their hypocrisy even Barnabas was led astray.

Why the need to encourage believers with this IF believers don't sin?

No it doesn't. I've explained it before. It refers to the FACT that the believer's NEW NATURE does not sin. And Scripture is filled with clear evidence that believers STILL sin, so that comes from the original sinful nature.1 John 3:8-10 proves it.

Jesus said those who believe possess eternal life.They have no eternal life awaiting them.
Jesus said those He gives eternal life shall never perish.
Your views don't line up with Scripture.
