The president gets elected every four years. Additionally, because one former president assumed quasi-dictatorial powers the office of president has strict term limits. Even LBJ was hit with the term limits argument at the end of his first full term in office ... and opted not to pursue re-election.Now, regardless of who said it or when, does the idea have any merit?
So, no, Congress should not be about finding the best president ... but Congress can remove one who clearly commits blatant criminal offenses.
