Now, regardless of who said it or when, does the idea have any merit?
The president gets elected every four years. Additionally, because one former president assumed quasi-dictatorial powers the office of president has strict term limits. Even LBJ was hit with the term limits argument at the end of his first full term in office ... and opted not to pursue re-election.

So, no, Congress should not be about finding the best president ... but Congress can remove one who clearly commits blatant criminal offenses.

I just started a thread on the impeachment process -- it includes this passage:

Given the seriousness of the Ukraine allegations, which go to the sanctity of U.S. elections, the heart of our national security and the support due hard-pressed allies, the House should probably devise a separate fourth article of impeachment under the heading “Violation of the Oath of Office.” By mixing domestic politics with foreign policy for his own gain, as multiple witnesses have testified, Trump failed to “preserve, protect and defend the Constitution” and did not “take care that the laws be faithfully executed."

Blatant enough?

Not right at all! Clinton was impeached. Hardly a successful attempt by the democrats to defend him.
