Satan is the flesh. It's not an outside force. More specifically, Satan is the ego, not as in the "sense of self" but rather the sense of self importance and self preservation. Spirits are not disembodied souls or individual conscious entities, they are motivating principles. It's important to develop an understanding of Hebrew cosmology and understand that it's a representation of psychology. Demonology and cosmology is a representation of the psyche.

Job 1:7
And the Yahweh said to Satan, “From where do you come?”
So Satan answered Yahweh and said,
“From going to and fro on the earth, and from walking back and forth on it.
”[Job 2:2]

And what made Jesus call the guys "serpents"
We know it is not a literal serpent like the one in the Garden:

Matthew 23:15
Woe to ye Scribes and Pharisees, hypocrites!

33 "Serpents! produce of vipers!

And I believe Jesus is referring to them, and the rest of the Jewish rulers, in Reve 3:9.

Yes, he's not even talking to Peter directly in that verse. Peter is appealing to Jesus Christ's sense of self preservation (the flesh, the adversary)...

v21: "From that time forth began Jesus to shew unto his disciples, how that he must go unto Jerusalem, and suffer many things of the elders and chief priests and scribes, and be killed and be raised again the third day."

The spirit of Christ is the spirit of self-sacrifice which, according to the Bible is the greatest form of love/charity...

v22: Then Peter took him, and began to rebuke him, saying, Be it far from thee, Lord: this shall not be unto thee.

And Jesus Christ rebukes the spirit, or the principle which motivated Peter to appeal to Christ to preserve His personhood—that force which motivates one to preserve their own life is identified as Satan.

Now check out the temptation of Christ. You will see that 'satan' is appealing to Christ's human sense of self-importance by trying to get him to prove that He is the Son of God. But only the flesh requires this sort of proof to boost confidence in the person—such things are vanity.

Rev 12:10+

Satan, apparently, is a clever fellow. Do you suppose sometimes he tricks us into doing his will?
