Who? If I was a teacher in a school district that required the use of preferred pronouns then it would be the school district. If I worked for a company that requires them then it would be the company. Fortunately, so far the courts have ruled that forcing them is unconstitutional because it falls under compelled speech.

The school system has to use a reason but is it real? Probably not since some of these teachers are winning court cases against the school district.
