Some people might say that enough rehab could decrease the likelyhood of incidents like the one described in the OP.

Alternatively, the 239 million dollars could have been used to lock away 1707 prisoners for one year, or 36 prisoners for 50 years.

Or buy about half a billion 9 mm bullets.

Sure, culture is different, because they are different countries. That is why I think you should adopt as many laws, principles and ways as possible from other, more successful countries, not just the prison system. The holistic approach and prevention is much better than just focusing on prisons as such, indeed.

Sweden, Norway and Denmark, are most commonly considered Scandinavian countries, with Iceland sometimes (though more rarely) included and Denmark also excluded from the list sometimes, as the Scandes only run along the areas of Sweden and Norway.

I see this new facility as an experiment copying how some EU countries try to reform their criminals, and I'm willing to see if this experiment will work. I have a bad feeling it will fail because of our cultural differences.

If this fails, then we can go to firing squads that will save money. If you kill someone, then firing squad.

So they really don't want. You should be griping at California's inability to recognize and fix its problem.
