He said early in his administration that he would not make a decision that she disagreed with. So while the ultimate authority is his, they are both culpable for every action taken by the White House.

I wasn't avoiding the subject. I was addressing your comment about the "new way forward" slogan, which was based on assigning to the slogan a certain amount of meaning or significance. My response was that the slogan doesn't warrant that much significance - that all political slogans are kind of stupid and meaningless. Even "MAGA" would be a throwaway line if Trump hadn't used it as a form of branding and explicitly pushed a sentiment of resentful nostalgia.
