God saw every single bad thing that would specifically happen from the beginning, and also the good, and made it so that it could not go or happen any other way, and after that, made it or did it or caused it to go/happen and/or go that way anyway.

As for focusing on the lie that He made it that way???? He didn't make it that way, but He has saved all who will freely submit to Him. In both cases God is trying to save these people and in the case in Romans 2 the people are uncooperative and in Luke 13 it’s uncertain whether or not the tree will cooperate. Both of these indicate that our cooperation is needed in order for us to be saved. They both show that it IS NOT SOLELY BASED ON GOD’S DECISION.
