No, it's simple math. 8.5% is the total amount of inflation since July 2021. During the month of July 2022 prices didn't increase, so inflation was 0% last month.

Some don't understand that the US compares inflation data on a year-over-year basis not a month-over-month basis.

It is good that inflation did not climb any in July, however, remaining neutral in July did not remove the inflation that was already there.
