The proper query should be: does the OT use the term Ephraim as well as Israel, Jacob, and Joseph as proper appellations for the northern nation? The answer is a resounding yes. 2 Chronicles 25:7; Isaiah 7:17, 11:13; Ezekiel 37:19 to name a few.

Is the New Covenant fulfilled with both the House of Israel, and the House of Judah during the first century in Hebrews 8:6-13, and Hebrews 10:16-18?

Therefore say I unto you, The kingdom of God shall be taken from you, and given to a nation bringing forth the fruits thereof. (Matthew 21:43)​

The administration of the house of God changed hands. This explains the enmity between the houses that God ordained in Zechariah 11:14 when Christ rejected Judah.

The historical understanding, or Replacement theology, doesn't have the scriptural foundation that Ephraim has. It lacks the grammatical-historical hermeneutic. It has the Old and New Testaments at odds with each other. It disregards or spiritualizes the Old Testament. In the historical perception, the Church and the Gentiles are appellations that are theological nonsequiturs; the Church is comprised of people from all nations; it is not a nation, singular. Only the theological perception that Ephraim is the nation bearing the fruit has the true scriptural backing.

Paul declared the fulfillment of Isaiah 54:1 in Galatians 4:27, but the historical perception refuses to deal with the grammatical-historical implications. The grammatical-historical intent of Isaiah’s initial prophecy was that the divorced, barren, desolate and widowhood circumstance of the ten northern tribes would not continue, but in the future their circumstance would be reversed and it would be the nation that inherits the gentiles, verse 3, which inaugurates the promise to Abraham that in him “shall all families of the earth be blessed” (Genesis 12:3).

The gentiles represent the fruit, not the nation!

It replaces the children of the promise, with the children of the flesh in Romans 9:8.

It replaces the "son" who is the "heir" to the land in Matthew chapter 21, with those who reject Him as the "chief cornerstone".

It replaces Christ who is the ultimate fulfillment of Israel in Matthew 1:1, with those who are described in 1 John 2:22, and Revelation 3:9.

The main heresy is saying we're still in the old covenant, this is effectively saying to Jesus that he died in vain.
Who is "we" ? And what is the old covenant of the "we" ?

Can a modern person, or nation, reject God's Son and still be in a right relationship with God, based on the scripture found below?

1Jn 2:22 Who is a liar but he that denieth that Jesus is the Christ? He is antichrist, that denieth the Father and the Son.
1Jn 2:23 Whosoever denieth the Son, the same hath not the Father: (but) he that acknowledgeth the Son hath the Father also.

Was the promise made to the one seed, instead of the many seeds, in Galatians 3:16?

Are Christians really "Abraham's seed" in inheritors of the promise, based on Galatians 3:27-29?

Does the land belong to "the son" in Matthew chapter 21, or does it belong to those who reject Him as the "chief cornerstone"?
Would the kingdom be taken from the nation which rejects the "chief cornerstone" and be given to the "holy nation" which accepts the "chief cornerstone", found in 1 Peter 2:4-10?

If a man walks into your church body and claims that he does not need Christ as his Messiah because he is under a different covenant with God, would your preacher agree with the man?

The error of "Dual Covenant Theology" is one of the greatest deceptions in the history of the Church. It is being promoted by the speaker below.

Keras, the writer of Romans is talking about "of the Jews" who is really a Jew. He is not talking about gentiles being Jews.

You have to go back to verse 23. He is talking about Jews. Read verse 24, it is definitely talking about Jews, who were circumcised in the flesh as part of being a Jew. But the writer of Hebrews is saying that isn't what makes a Jew really a Jew, as he states in verses 28 and 29.

23 Thou that makest thy boast of the law, through breaking the law dishonourest thou God?

24 For the name of God is blasphemed among the Gentiles through you, as it is written.

25 For circumcision verily profiteth, if thou keep the law: but if thou be a breaker of the law, thy circumcision is made uncircumcision.

26 Therefore if the uncircumcision keep the righteousness of the law, shall not his uncircumcision be counted for circumcision?

27 And shall not uncircumcision which is by nature, if it fulfil the law, judge thee, who by the letter and circumcision dost transgress the law?

28 For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh:

29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.

I have to say, Berean2, Douggg does have the correct perception of Replacement theology, while you have the correct perception that the gentiles that go by the name of the Servant in Isaiah 49 are party to the New Covenant.

Where do you read that?

Paul was speaking to the Corinthian Church, comprised of both Jews and Gentiles, including himself as one of them, i.e. "us" in 2 Corinthians 3:6, and informing them, Jews and Gentiles alike, that they were ministers of the New Covenant.

No "speaking as a Jew", and no restriction "pertaining to Israel".

Paul says: The real Jew is one who is inwardly a Jew and his circumcision is of the heart, spiritual not literal. He receives his commendation from God, not from men.

There is no inference there of any change of ethnicity, but plainly a spiritual change in people who truly believe in God and accept the atoning sacrifice of Jesus.
Jesus tells us what will happen to those who rely on external circumcision and who call themselves Jews; Revelation 3:9
