In Matthew 5;17,18,Jesus does not say He came to fulfill any law.He came to fulfill the law and prophets.
Matthew 5:
17Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
What this means is seen in Luke 24:
27And beginning at Moses and all the prophets, he expounded unto them in all the scriptures the things concerning himself.....
44And he said unto them, These are the words which I spake unto you, while I was yet with you, that all things must be fulfilled, which were written in the law of Moses, and in the prophets, and in the psalms, concerning me.
45Then opened he their understanding, that they might understand the scriptures,
46And said unto them, Thus it is written, and thus it behooved Christ to suffer, and to rise from the dead the third day:
47And that repentance and remission of sins should be preached in his name among all nations, beginning at Jerusalem.
Jesus is fulfilling the prophecies about Himself written in the Law and Prophets.
In Romans 13;8-10 Paul explains that if we show love to others we would have fulfilled the law.[Romans 13:8]
The law he refers to here is clearly the ten commandments and he says love is a summary of these commandments. [Romans 13:9]
For us to have love and say we have fulfilled this law we must be doing what it says.We can't claim to have love and break or disregard these commandments.
I John 3:
18My little children, let us not love in word, neither in tongue; but in deed and in truth.
I John 5:
3For this is the love of God, that we keep his commandments: and his commandments are not grievous.
Fulfill means to accomplish or satisfy that which is required, in this context, not having something mystically transferred to us because of what Christ has done.
Fulfilled - (4137,Strong' s); plēroō From 4134; to make replete, that is, (literally) to cram (a net), level up (a hollow), or (figuratively) to furnish (or imbue, diffuse, influence), satisfy, execute (an office), finish (a period or task), verify (or coincide with a prediction), etc.: - accomplish, X after, (be) complete, end, expire, fill (up), fulfil, (be, make) full (come), fully preach, perfect, supply.
