1 Ki. 22:19-24, 2 Chr. 18:18-23 is similar to Job 1:6-12, 2:1-7 in which satan the 'lying spirit (angel)' had access (once again) to the gates of Heaven (as Adam had given dominion ('stewardship', not ownership) of this world over to him, Gen. 3) as the representative head of this world (2 Cor. 4:4), until Calvary (Rom. 5:6, Rev. 12:10).
Satan told God what he would do, as he is a liar (Jhn. 8:44, Gen 3:1) when God had asked in the counsel of Heaven (where the other representative heads of the unfallen worlds were and the angels of Heaven are, see Luk. 15:7, etc). God knowing all things, told satan that he would indeed accomplish what he stated through his lie.
God allowed it (for satan has limited authority, see Luk. 22:31), thus the scriptures attribute that decision to God. This deals with the will of God, in the matter of the great controversy going on since Lucifer's accusations against God in Heaven (between truth and lies). God withdraws protection for those who refuse His protection through disobedience, and leaves those who want darkness, in darkness (God gives them up, Rom. 1:24-26). God is love (1 Jhn 4:8,16) and is the God of truth (Deut. 32:4).
You really ought to change, or have the mods change your "Christian seeker" tag. It is misrepresenting your position, and makes things unclear for others.
