Revelation 13 tel us that the Fourth Beast KINGDOM mentioned in Daniel 7:23-28 will have that structure.

1-The GOVERNMENT BEAST made of 10 worldwide administrative regions with its 10 rulers [ten horns] who have received no kingdom as yet.

2-The INDIVIDUAL WOUNDED AT THE HEAD THAT THE WORLD SHALL WORSHIP
