Maybe, over time, this perception can be changed. But that seems like a lot of effort expended for, at least in my opinion, a trivial cause. I think there are more important matters in the world. War, famine, the sex trafficking of children, just to name a few.
Those (and other) matters are vitally important, but the effort involved in normalizing female breasts is minimal. Just stop stigmatizing women who choose to leave them uncovered.
When I was younger, breastfeeding moms didn't cover their chests. They either went somewhere out of sight, or pulled up their blouse and continued what they were doing.
Now, in the Age of inappropriate contentography, it's considered indecent by too many people.
