Can someone help me verify if this is an accurate writing?

That happens a lot - which is what i figured in my last posts.
Some sites - to look authentic and create doubt - change things or just completely fabricate them.
As a rather regular patristic reader and student, I recommend to be suspicious of writings without accurate references, like this one. It's not the first case I see of fraudulent quotes by the ancient against the Immaculate Conception.

I think the Vatican teaching is that you are irrevocably made a member of the Church by your baptism.
Yes, with the sacramental character imprinted upon one's soul at baptism, one is always a member of the Church. However, being a member does not say one is in communion with the Church. You may want to review this important teaching from the CCC.

2089 Incredulity is the neglect of revealed truth or the willful refusal to assent to it. "Heresy is the obstinate post-baptismal denial of some truth which must be believed with divine and catholic faith, or it is likewise an obstinate doubt concerning the same; apostasy is the total repudiation of the Christian faith; schism is the refusal of submission to the Roman Pontiff or of communion with the members of the Church subject to him."

We learned this simple Act of Faith as children, and it speaks clearly of what faith consists:
I believe these and all the truths which the Holy Catholic Church teaches, because Thou hast revealed them, Who canst neither deceive nor be deceived. Amen.

Nothing in the bit you quoted below this sentence supports your statement that someone can not be Catholic and question dogma and doctrine.

Questioning and struggling are one thing, but you must accept what the Church teaches about the dogma and doctrines.

Yes, one can always strive to better "understand" those truths which the Church teaches, but it is walking a dangerous path to remain in doubt or deliberately prefer one's private opinion when it contradicts the official dogmatic teaching of the Magisterium.

Your profile does not indicate that you are Catholic, so you may not agree with our teachings, and it is best you withhold your opinion, since this is a Catholic forum.

I still don't see where failure to do so strips you of your Catholic identity. I think the teachings has been very clear that baptism gives you that and it can not be undone.

I self-identify as a Catholic and was baptized in the Church and raised that way. Under CF rules, my self-identification make me a protected member of this forum who is allowed to debate within it.

I filled in Christian in my profile because I am a Christian also. All Catholics are Christians.

Clearly, you are mistaken ... so it is not going to benefit us a bit to continue debate with you. Best you contact your priest with regard to this ... that is, if you truly want to know the Church's teaching about fully accepting ALL of her doctrines, without exception. You cannot be ala-carte in your selection of what to believe or not believe.

A Catholic who leaves the Church for another denomination, will still carry the baptismal character in their spirit of being a Catholic, despite the fact they are no longer in communion due to their disbelief.

O i know.. been down the road so many times i made a map for everyone.
BUT i always bring in back up - just so people dont think i ask them to take my word on it.

So many distorted and alleged quotes out there - it causes people running in circles.
That's when i show the quotes that are actually used.
I noted - nowhere does the Bishop of Brogues have 'Saint' before his name - so his writings would have to be read in books and wont be easy to find online as with the fathers considered Saints...
Its devious.
But it causes many to stumble.
