Exo 12:49 There shall be one law to the native, and to the visitor that stays among you. One law for both. Illegally entering our country you are not following the law.
Ex 12:48 And when a sojourner sojourneth with thee, and would hold the passover to Jehovah, let all his males be circumcised, and then let him come near and hold it; and he shall be as one that is born in the land; but no uncircumcised person shall eat thereof. 12:49 One law shall be for him that is native and for the sojourner that sojourneth among you.
It seems that in Israel there was a condition of integration. I think that is interesting. Because it is mostly the unfamiliarity (that what makes a stranger strange) that is the real obstacle to acceptance.
