5-judge panel reaches 3-2 decision on Whitehorn’s appeal in contentious Caddo sheriff race

TlDr
1) Race for sherrif. One black one white.
2) Black man wins by one vote
3) Recount: Still wins by one vote
4) No actual evidence of illegal votes being cast in support. Claims that there were "voting irregularities"
5) After the window to issue a recount passes, white candidate manages to find a conservative judge.
6) He orders election null and void; (to be clear) with no direct causal relation between ANY supposed "irregularties" and the outcome being affected.
7) He appeals. It was heard by a panel of judges; 3 white, 2 black.
8) The lower court ruling stands. 3-2

Guess who voted what?
It seems like the white candidate required a lot of rule bending to just get the election overturned.

I don't think so. I can see why the race was so close because there's only a 5% in Blacks to Whites in that county.

"The ruling said the runoff election proved to have at least 11 illegal votes cast and counted. These illegal votes make it legally impossible to determine a true vote.

Shreveport Attorney and Shreveport Times contributor, Royal Alexander said, "Judge Bleich's ruling today is not surprising. Louisiana law clearly allows for a new election to be ordered when the outcome of an election cannot be determined. Judge Bleich pointed to 11 defective votes, which obviously exceed Chief Whitehorn's 1-vote margin of victory. I anticipate Mr. Whitehorn will appeal the decision."

Can they not just look at the bad votes and discard them?
Do the vote ballots have enough personally identifying information on them that allow you to determine the exact ballots that the people in question voted with?

They’re matched by corresponding serial numbers on both the ballot per se and the ballot envelope, both of which are inside the mailing envelope, when they get delivered to wherever they’re tallied.
The ballot envelope is signed, and dated.

Hopefully not. Presidential elections, at least, are secret ballot. Most others are as well.
