Unfortunatly it looks like it's just for US citizens. I didn't see any options to select country, just state. Perhaps it's because the only consoles that have defective cords are the ones that were first released in the USA. Hopefully that's the case so you don't have to worry about your cord.

The link I posed may have been after I selected US as my country, i would go to XBOX.com if you live outside of the country and check.
