Jerusalem does not sit on many waters which are defined as "peoples, multitudes, nations and tongues" (a.k.a 'catholic', which means 'universal') - Revelation 17:15.

New Jerusalem is the thesis. Babylon the Great is the antithesis. Both are called cities. New Jerusalem is a city of gold, precious stones and pearls (Revelation 21:10-11 & 18-21). The harlot is "..gilded with gold, precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her FORNICATION" (Revelation 17:4).

If New Jerusalem consists of faithful Christians and is catholic, then Babylon the Great consists of unfaithful Christians, and is catholic. She rules over the kings of the earth who commit fornication with her (Revelation 17:2, 18). Christ rules over the kings of the earth who are faithful (Revelation 1:5).

The same angel who called to John and said, "Come here, I will show you the bride, the Lamb's wife." (Revelation 21:9), called to John and said, "Come here, I will show you the judgment of the great harlot sitting on many waters." (Revelation 17:1).

The only entities the Revelation indicts for FORNICATION are Jezebel and her followers of the Christian church at Thyatira, whom Jesus warns He will throw her and them into GREAT TRIBULATION unless they repent, as well as Babylon the Great, and the kings of the earth who commit fornication with her.

Jerusalem is not catholic and does not reign over any of those whom the Revelation calls "the kings of the earth" whom Revelation 1:5 says Christ reigns over and Revelation 17:18 says the harlot reigns over. Those "kings of the earth" who commit fornication with the harlot will weep and wail over her demise and are therefore hardly the same as the ten kings who will "hate the harlot, render her desolate and naked, eat her flesh and burn her with fire".​

So if believers go to heaven for 100 years, where is Jesus and what is going on in earth.

Jesus accomplished the way back to God through Him at the cross. When Jesus returns .... He returns in full glory. When He returns the 1st resurrection happens .... all the saved go to heaven. Those left on earth (the lost) are destroyed by the brightness of His coming. They will be resurrected in the 2nd resurrection (1,000) years later and things play out from there.

The kings of the earth, Herod and Pilate?. Pilate was a Roman who tried to free Jesus. Herod returned Jesus to Pilate.

Anyway that is nothing to do with the city of the seven hills that was ruling at the time Revelation was written. Rome is well known as the city of the seven hills. When was Jeruszlem called that? Or New York or Baghdad or Tokyo or whatever someone comes up with to deny what scripture means.

There is no need for anyone to wrangle over whether Rome or Jerusalem was sitting on seven hills. They both were. The Revelation 13 Roman Sea Beast was connected with the seven hills in Rome. The other Revelation 17 Judean Scarlet Beast was connected with the seven hills of Jerusalem. They aren't the same beast.

As Psalms 125:2 once said, "As the mountains are round about Jerusalem, so the Lord is round about His people from henceforth even for ever.".

And as Ed Parenteau wrote above, the "kings of the earth" were the Jewish leaders in Israel - specifically the high priests. These high priest "kings of the earth" were the ones who rose up and "took counsel together against the Lord, and against His anointed", desiring to "cast away their cords from us". This was NOT descriptive of either Herod or Pilate, who pronounced Christ innocent and desired to free him if he could. It was Annas and Caiphas as the high priest "kings of the earth" who led this conspiracy to put Christ to death.

In John's days of writing Revelation, Jerusalem truly was reigning over the high priest "kings of the earth".

Hint: Since the phrase "kings of the earth" in scripture applies to the high priests of the land of Israel, and since no high priest "kings of the earth" have been appointed since AD 70's end, then any prophecy which includes that "kings of the earth" phrase MUST have taken place while there were still high priest "kings of the earth" around in Israel to perform those predicted actions.

Right. Actually Revelation was written around 65 years after JESUS's ascension, Jerusalem was in complete ruins as you say above. By the way, the Jews was scattered around the world from 70AD until 1948, 1878 years of severe curses, and plagues, and great chastisements, according to the LITERAL fulfillment of Deuteronomy 28:15 to 68, 53 verses of cursings against Israel.

About seven hills, Scripture reveals they represent the 7 heads of the Beast of sea(waters-actually a Gentile Beast), on which the woman sitteth.
