Why is it that so much Anime and Manga seem geared to 16-19 year-old boys whose hormones are raging out of control?

Can't the japanese produce stuff that doesn't have so much partial-nudity/nudity and sexual undertones?

Maybe it only seems that way because that is only what makes it over here to America.

Not all anime is fan service, the problem is when you create an anime that doesn't have it, mature audiences call it kid's stuff.

Nah, blame ADV for that one. They license the most stuff, and usually it's the stuff with sexual undertones. There's plenty of other companies in the American anime industry that license non-sexual stuff. There's plenty of Shoujo anime out there. (Shoujo = anime targeted towards girls) We also have shonen-ai (male x male love relationships in anime that's targeted towards girls... trust me, some fangirls suck that stuff up, as well as Yaoi which involves sexual relationships.)

Nah, Sex sells, that's just the media for you. I myself just mark out the chest, and then everything is fine...it's not like I haven't seen them before.

Partly, but also because of the fact that the Japanese attitude toward nudity is different. American broadcast standards have more allowance for violence than sex, nudity, or sexually suggestive elements. European standards are stricter on violence. Japanese standards allow both quite a bit of exposure (no pun intended).
