God has created all things through Christ.
God has seen fit to reveal Himself to the world through only a few people.
John 1
6 There was a man sent from God, whose name was John. 7 This man came for a witness, to bear witness of the Light, that all through him might believe. 8 He was not that Light, but was sent to bear witness of that Light. 9 That was the true Light which gives light to every man coming into the world.
10 He was in the world, and the world was made through Him, and the world did not know Him. 11 He came to His own, and His own did not receive Him. 12 But as many as received Him, to them He gave the right to become children of God, to those who believe in His name: 13 who were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.
v10 through v13 talk of those whom God chose to make born of God.
All men are born of women and are natural born men in this world.
Few are been born of God.
Those so born are not born of their will, they are born of God's will.
The reason some men receive Christ is they were born of God. As it says in v13, this is not according to them or their wills.
Same idea in 1 John 5 about those who overcome this world by their faith.

Overcoming the World
1 Everyone who believes that Jesus is the Christ has been born of God, and everyone who loves the Father loves whoever has been born of him. 2 By this we know that we love the children of God, when we love God and obey his commandments. 3 For this is the love of God, that we keep his commandments. And his commandments are not burdensome. 4 For everyone who has been born of God overcomes the world. And this is the victory that has overcome the world—our faith. 5 Who is it that overcomes the world except the one who believes that Jesus is the Son of God?
Regarding those who are reprobate, they are blinded in their minds by the god of this world, Satan.
God has chosen to shine out from the hearts of His chosen people only. If your not His, then Satan has you blinded from the gospel of Christ and you will never believe in Christ unless God chooses to reveal His Son Christ within you.

The Light of the Gospel
1 Therefore, having this ministry by the mercy of God,[a] we do not lose heart. 2 But we have renounced disgraceful, underhanded ways. We refuse to practice cunning or to tamper with God's word, but by the open statement of the truth we would commend ourselves to everyone's conscience in the sight of God.
3 And even if our gospel is veiled, it is veiled to those who are perishing.
4 In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
5 For what we proclaim is not ourselves, but Jesus Christ as Lord, with ourselves as your servants[c] for Jesus' sake.
6 For God, who said, “Let light shine out of darkness,” has shone in our hearts to give the light of the knowledge of the glory of God in the face of Jesus Christ.
