Peter is in a unique position as part of the 12 that Jesus choose. One could say that his fate was sealed at that point. Then again we have the story of Judas.
I think that Peter was chosen to fill a role which was sealed at the cross. Judas also had a role to fill when he rejected Jesus as the promised Messiah of Israel. His fate was sealed when he took his life.
