That section of the US code is definitions:
The previous item (14) defines:

Does that mine the District of Columbia is now a state? (No, it doesn't. It means that the word "state" is used in this chapter of the code to also include other non-state sub-national divisions so you don't have to write "

United States." every time they are speaking of all those entities.)
The next item (16) defines:

United States marshal” means a
United States marshal, a deputy marshal, or an official of the United States Marshals Service designated under section 564.
The whole section is a bunch of definitions that make it easier to write and read the legal code.
Now as for (15) defining "United States": A federal corporation is a corporation owened by the US government, things like the USPS, or Amtrak, etc.
