God commited us to this world with free will. Technically, since God is omnipresent, that's what he does now. In reality, he would comdemn the rapist to eternal damnation on judgement day.

I suppose I'm honored in that you consider me to be up to the task. I don't know if I would agree with that, but I will try.

Where would any guilt, shame, wrongness, sin, etc. lay there? With the simple knowing that something happened or with the person committing the act of raping the baby?

That "do nothing" part is also relying on an unqualified context. It hints of neglect, but does not consider all possibilities. In other words, fabricating a similar loaded question concerning a person cutting a child with a sharp instrument would lead us to convict a doctor of a crime while he was operating on a child.
If a person robs a bank and is LATER placed in jail, can someone else say that there really wasn't any justice carried out by the authorities because in the moments BETWEEN the robbery and the conviction/act of punishment, the robber was free for a period of time?

If the question is headed towards presuming to be able to judge God, then one must consider the question with the additional given situations and context that go with "God".

A relatively short, temporal condition compared to eternity.

A mortal and fallen world/state compared to a future new body without pain and degradation, etc.

An omniscient view and purpose compared to our limited view and selfish purpose.

Justice that has punishment for the wicked and forgiveness for those that repent.

And so on...

So to answer your question:
As shocking as it may be to some, there is room in your question for an answer of Yes.

It would be right in that the baby may in the end know comfort, love, and eternal protection from something known (from experience) to be bad.
Good in that the violator may repent and produce good fruit thereafter.
Good in that the violator may receive the punishment appropriate to the crime.
Good in that the child may rise above his/her given circumstances and be forgiving and/or an example to others regarding overcoming one's situation, etc.
Pending perspectives, what is considered and where values are placed, your question can have a yes OR no answer.
It requires omniscience and perfection to answer it correctly and absolutely though. I can only speculate and present options... "judgment" resides with Him.

i would make it so that you could get your work back when the browser crashes or you accidentally close it in the middle of a long reply to a post.
