Wearing a mask is not ‘abnormal’ behaviour by any stretch of the imagination, anywhere in the world. It certainly doesn’t constitute criminal activity. Those are just simple, basic, easy to understand facts.
strange world you live in, prior to covid anyone who would have a mask on in August one of the hottest months of the year covering as much as a ski mask covers would be considered unique and his actions would cause reasonable suspicion. If he had walked into a bank like that someone would have no doubt hit the silent alarm button. But you think that is perfectly normal behavior, come on man.

Please get serious, the police had every reason to stop him, it is called reasonable suspicion, why would someone have a ski mask on in August? maybe because he intends to do something that he does not want to be identified as doing? Why is he acting like he is agitated and throwing his arms around? Is he angry, does he have mental health issues? Is he in crisis? Does he need help? Either one of those would be reasonable as a cause for police contact.

You can bend it around as much as you like. What you are describing there are the actions of thugs in response to - what? Go into any major city and you’ll find people wearing bandanas and ski masks, cycle couriers, people who commute by bike, people who don’t like breathing in car fumes. It is not ‘abnormal’ and it isn’t by any description ‘criminal’. Go anywhere in the world and you’ll find people who are eccentric, mentally ill, unusual, whatever you want to call it. The threshold for any sort of unusual behaviour warranting police intervention is way, way, higher than someone ‘waving their arms’. Should everyone coming out of a football match or the cinema, gesticulating ‘dangerously’ with their hands be slammed to the ground by a bunch of thugs? What you are saying is insane. What did the cops see? Some skinny kid walking down the street. What options do they have - evaluate the situation, respect the person’s legal right not to engage with them, or confront that person aggressively for no good reason, then physically attack him when he doesn’t immediately submit to their aggression? You might want to live in a police state where that kind of behaviour is acceptable, but surely you can understand why other people don’t.

The last major city I lived in was London, there wearing a half face ski mask or bandana over your mouth is not so unusual - most people don’t, people who cycle, couriers or commuters, often do. If people want to - so what? Really, so what? Someone going into a bank with a mask on could expect to be politely asked ‘please remove your mask’. It’s a free country, whether it’s the U.K. or the US, anyone, anyone at all has the right to wear a mask or be a bit eccentric without being killed.

No need to invent a story, he was told to stop he would not, the officer had to stop him to be able to talk to him the officer did not attack him, I do not know what happened after that because that is as far as the video goes, there is the suggestion that he tried to get the officers gun, hard to say if he was trying to do that, once you get into a pig pile lots of areas make contact. We do know that he was so violent the medical response sedated him. Small people can become very strong depending on what is in their system. We need to stop with the jumping to conclusions and see what the investigation determines happened.

He wore a mask and moved his arms about a bit - some character called the cops - the police arrived and quickly escalated the situation through an inability to evaluate and deal with a guy walking down the street, who panicked when confronted by a group of armed thugs. The only thing he did was to go to the shop wearing a mask, that is apparently reason enough for some to have the ‘protect and serve’ mob assume you need to be deal with as a threat.

your attitude about the police is showing but that is OK because when you are in fear for your life they will still respond and risk their life to protect you, because that is what they do.

I'm fine with the police, the police are employed to enforce the law and that is what they do - great. Their job doesn't involve, or shouldn't involve, killing citizens for no good reason.
