Most mutations are most certainly not neutral in effect. My personal studies mostly involved the fruit fly drosophila melanogaster. In five thousand observed mutations in this species, ninety percent were lethal, and of those that were not lethal, ninety percent were crippling, such as missing legs or wings. Only about one percent of them could even possibly be considered neutral. And of all the mutations considered, not even one conferred any discernable reproductive advantage. Of the five thousand mutations I found referred to in the current scientific literature, I found only one claim that such a mutation had been observed, but I ignored that one because it was not accompanied with any reference to any specific information.
