While I have no doubt that the Defense Department wastes a whole bunch of money, I do think a strong defense is one of the few things the government spends money on that is Constitutionally justified. As super powers rise and fall--the USSR no longer is one but China has become one--I don't have any doubt in the world our ability to wreck absolute havoc on our enemies is the only thing that has given the American people relatively unparalelled assurance that we won't have missiles and bombs raining down on our neighborhoods and we really don't have concern that anybody will attack us.

And we have a President who finally takes international terrorism as a real and present danger for U.S. citizens and isn't concerned about being politically correct so that he ties our hands to deal with it. And because of him, we are less worried about terrorist attacks and even places like Europe have significantly fewer attacks these days though the danger still exists and we need continuous and efficient monitoring and interception of all threats.

Through the efficient intelligence of the USA, Israel, and Saudi Arabia of all places, an unnamed but large number of terrorist attacks have been averted here as well as in Europe.

Netanyahu: Israel helped stop terror attacks on planes in Europe
All facets of government need to be audited frequently for misappropriation of funds.

What is the point of directing more than $611 billion to upgrade the military, culminating in the President's grand "parade," but refuse to commit to a nationwide strategy to prevent the Russians, or any other foreign power, from influencing the 2018 Interims?

Since the end of the "Cold War," military spending by other nations, including former competitors, does not rival that of the US which spends more than double that of China and Russia combined!

This is kind of off topic, but I'll play. Directing 600 billion to upgrade the military is a requirement to protect the country after years of neglect. That's what happens when you don't keep up the maintenance. Also, China has hacked our military and has some of our plans, so we need to spend to re-strategize. Maybe just by possessing overwhelming power.
Regarding spending to prevent foreigners from influencing our elections, Trump made a stab at it (by trying to clean up voter registration). That said, I believe there's campaign laws against foreign influence, but I don't know how you absolutely prevent hacking of computers (which is the only way our election was influenced in 2016, no votes can be shown to have been changed by foreign influence). Maybe they should use PC Matic?
