Believe the verse you've quoted isn't the full verse for which you've taken from:-

Ecc 10:11 A serpent may bite when [it is] not charmed; The babbler is no different.

For things pertaining to GOD & the Scripture, there's this rule of 1st Mention from which it holds the Truth which is:-

Gen 3:1 Now the serpent was more cunning than any beast of the field which the LORD God had made. And he said to the woman, "Has God indeed said, 'You shall not eat of every tree of the garden'?"

Gen 3:14 So the LORD God said to the serpent: "Because you have done this, You [are] cursed more than all cattle, And more than every beast of the field; On your belly you shall go, And you shall eat dust All the days of your life.

Now, believe above Scripture have shown without any shadow of doubt that Serpent refers to the Devil/Satan/Evilness & More which you can contrast with the following:-

Psa 111:10 The fear of the LORD [is] the beginning of wisdom; A good understanding have all those who do [His commandments]. His praise endures forever.

Psalms was written by king david whom GOD calls a man after HIS own Heart

Pro 1:7 The fear of the LORD [is] the beginning of knowledge, [But] fools despise wisdom and instruction.

Proverbs was written by king solomon was was & is the greatest king ever lived/richest & wisest king ever-period

Pro 9:10 "The fear of the LORD [is] the beginning of wisdom, And the knowledge of the Holy One [is] understanding.

Now, Satan/Devil / Fallen Angels & those who doesn't Acknowledge Christ as LORD & King which explains why they were cast down plus the fact that they don't worship the LORD hence those whom are not Christ Centric doesn't have Wisdom from Christ.


However it must be noted that 'The Fear of the LORD' was translated to 'The Worshipped' of the LORD by Christ Himself in:-


Matt 4:10 Then Jesus said to him, "Away with you, Satan! For it is written, 'You shall worship the LORD your God, and Him only you shall serve.' "

Let's see where Jesus was quoting from:-

Deu 6:13 You shall fear the LORD your God and serve Him, and shall take oaths in His name.

Essentially Ecc 10 trying to contrast a GOD/Christ Centric Worshipping Believer whom Christ would be unto him/her Wisdom from GOD but those who are NOT Christ Centric/ means No Wisdom of Christ hence can't Seperate/ Differentiate rightly the Things of GOD is akin to a FOOL
