If the video is a hoax and those people highlighted aren't registered sex offenders, then it seems highly likely that YouTube would have taken down the video due to all the potential defamation lawsuits.

He's referring to the chorus vodeo itself. The second half is another matter, and why it's surprising that particular video in the OP hasn't been taken down after two years, if it's falsely accusing members of the chorus of having those arrest records.
