I don't think that Biden has actually declined. It's a known fact that he has a stutter/stammer. He gave a poor performance in the debate but that's just what it is.....a performance. I believe he still can make competent concise decisions when given all of the facts and time to weigh pros and cons.

So in response to the OP no, I don't think she knew he was declining because he wasn't. He just froze under the bright lights which always makes a stammer worse.

Here's exactly what Biden actually said...

"Making sure that we're able to make every single solitary person, uh, eligible for what I've been able to do with the, uh, with the COVID, um, excuse me, um, dealing with, everything we have to do with, uh... look, if we finally beat medicare."​

Then graciously, his time was up and Jake Tapper stopped him from embarrassing himself any further.

I have no idea what he "should have said" there, and I don't think he knows what he was trying to say either.

Perhaps some do, but my father is 87-years old and I treasure his wisdom. Sure, he shows signs of aging, but he's all there mentally, and possesses literal decades of experience and wisdom.

OTOH, Biden often just rambles incoherently. He has two tells; "look" and "anyway". These are his go to key words when he loses his train of thought, which is quite often.
