That sounds suspiciously as if you think that everyone else is lesser than you. I'm struggling to believe that that's what you actually believe?

Some cultural relativists can't bring themselves to say
anything bad about other cultures, no matter how
backward and repressive. "So, they're cannibals and
they sacrifice their children and slaves for fertility rites,
but who are we to judge them?"

An ethical social framework, with particular reference to care for the vulnerable. An educational system which equips people to fulfill their potential. Linguistic and artistic achievement (literary, performing arts, visual arts etc). An absence of consumerism as a way of life.

That'd do to start with.

Many conquering cultures were civilized then, but
not so much to those they waged war against. Also,
civilized must take into account the state of world
cultures and technology at the time. So relativism
cannot completely be avoided.

No, of course not. And NO ONE ever refused to sell a cake, as was reiterated endlessly. Any human can walk in off the street and buy a cake. That case was about creating a custom creation for an event that violated his conscience (and was not even legal at the time). No one should be forced to use their artistic talents by bullies.
