Ukraine wants to be a member of the EU. In order for that to happen, they need to prove that they are sincerely working to clean up the corruption in their country. In order to get monetary aid, they need to prove the same.
The old prosecutor that Biden told them they needed to replace wasn't getting the job done. They placed that prosecutor with someone who would.

Of course. Burisma was in trouble. Biden was hired as an "outside director" (that is, one who was not involved in the day-to-day operations, but retained for special expertise--all companies do it) In Biden's case it was to encourage international investors.
