It sounds like this woman thinks she can run things while there is not Pastor. There are procedures that are followed when a Pastor leaves. The circuit counselor will be involved as well as the District President. The congregation, along with the circuit counselor will make a decision who will serve as the vacancy Pastor. Maybe a review of what happens in the call process is in order. Sounds like an important one is that a Pastor will fill and is called a vacancy Pastor. This Pastor is there until a Pastor is called and accepts that call.
I am wondering if this woman thinks that who fills in now, will be the Pastor. I also think it would be a good idea to talk with her about her fears and if that does not help, go to the elders. If, after doing what needs to be done and she still feels strongly that she can not remain, then it may be that she would be better served and serve better in another congregation.
One does need to remember that it is not suppose to be the Pastor filling the pulpit that is the reason we attend worship, rather that the Gospel is being preached and taught in truth and purity and that the sacraments are likewise being administered. That can be done by Pastors who we personally do not like.
