Orcs weren't even human. So no it wasn't the Orcs, but the men from the South (no offense to any black people) that were the closest thing to black people. Middle earth was designed by Tolkein as a pre-Europe setting, so it makes sense that the men of the South were the closest thing to black people. The Easterlings were the closest thing to Middle Eastern people if I'm not mistaken.
